The 2025 Guizhou Province “Attracting Tourists into Guizhou” Incentive Measures is hereby issued to your departments. Please organize relevant entities, including travel agencies, tourist attractions, and others, to strictly implement the requirements and carry out the incentive application procedures accordingly.

2025 Guizhou Province “Attracting Tourists into Guizhou” Incentive Measures
Chapter I General Provisions
Article 1
In order to fully and deeply implement the spirit of the 20th National Congress of the Communist Party, as well as President Xi Jinping’s series of important statements on culture and tourism and his significant speeches during his inspection of Guizhou; to conscientiously implement the strategic deployment of the Provincial Party Committee and the Government in accelerating the creation of a world-class tourist destination; to effectively motivate tourism enterprises to explore the tourist source market for inbound tourism to Guizhou; and to continuously promote the high-quality development of the province’s cultural and tourism industry, these 2025 Guizhou Province “Attracting Tourists into Guizhou” Incentive Measures (hereinafter referred to as the “Measures”) are hereby formulated. These Measures primarily target tourism group tours organized and enterprises with outstanding performance in cultural and tourism promotion during the period from January 1, 2025 to 24:00 on December 31, 2025.
Article 2
The incentive funds are allocated from the provincial-level special funds for cultural and tourism development, with a maximum incentive of RMB 1,000,000 available per enterprise. The funds shall be disbursed based on the principles of “priority application, priority review and approval, and priority disbursement.”
Article 3
The incentive operates on a declaration system, with the evaluation and disbursement processes adhering to the principles of openness, fairness, and impartiality.
Article 4
The Provincial Department of Culture and Tourism shall implement the incentives for group travel organizers and ground service agencies based on statistical data from the Guizhou Cultural and Tourism Market Supervision and Law Enforcement Platform and the National Tourism Supervision and Service Platform. The process will follow the workflow of declaration, preliminary review, reexamination, public announcement, and disbursement.
Chapter II Eligible Reward Recipients
Article 5
Tourism enterprises that organize tours bringing tourists from outside Guizhou Province into the province, and that have lawfully completed business registration and tax registration, possess independent legal entity status, and have obtained a travel agency business operation license, are eligible to apply for the rewards stipulated in Article 8 of these Measures. Tourism enterprises that actively engage in promotion, creating a positive communicative impact on Guizhou’s culture and tourism, and that have lawfully completed business registration and tax registration, are eligible to apply for the rewards stipulated in Article 9 of these Measures.
Article 6
Tourism enterprises applying for rewards must meet the following conditions:
(1) Be subject to supervision, inspection, and guidance by financial, tax, audit, and other relevant departments;
(2) Have maintained continuous lawful and honest operations, with no adverse records in business operations, financial management, or tax management over the past three years, and preserve a good credit record without violations of national fiscal, taxation, or other related laws and regulations;
(3) Not have been subjected to administrative penalties of fines or above by administrative authorities in the past two years for illegal activities such as infringing on the legal rights of tourists;
(4) Not have experienced any major public opinion incidents or major quality and safety incidents in the past two years;
(5) The travel agencies applying for rewards must log into the Guizhou Cultural and Tourism Market Supervision and Law Enforcement Platform system and truthfully report tourism group information prior to the commencement of each tour.
Article 7
In order to avoid duplicate applications by tourism enterprises involved in both group tour organization and ground service operations, the application for rewards shall be made by the specific tourism enterprise that undertakes the ground service tasks in Guizhou.
Chapter III Award Categories
Article 8
To incentivize tourism enterprises to actively organize tourists from outside Guizhou Province to visit the province, the following awards are established: the Special Tourism Incentive, the Overseas Large-Scale Group Tourism or Meetings, Incentives, Conferences, and Exhibitions (MICE) Incentive, and the Annual Ground Services Incentive. With the exception of the Annual Ground Services Incentive, enterprises may only apply for one award category among the Special Tourism Incentive, Overseas Large-Scale Group Tourism or MICE Incentive, and their subcategories. Applications for the Overseas Large-Scale Group Tourism or MICE Incentive require prior notification to the Provincial Department of Culture and Tourism. Post-event approval will be granted by the Provincial Department of Culture and Tourism based on submitted reports and documentation.
Article 9
To encourage tourism enterprises to actively engage in promotional and marketing activities, the Tourism Promotion Incentive is established. Applications for this award require prior notification to the Provincial Department of Culture and Tourism, followed by post-event review and approval based on submitted reports.
Article 10
Tourist attractions within the province are encouraged to offer preferential policies to inbound tour operators. Attractions may develop tailored preferential measures for different regions and countries, with specific terms to be negotiated and finalized separately.
Chapter IV Incentive Eligibility Criteria
Article 11 Special Tourism Incentives
The Special Tourism Incentive includes aviation tourism, multi-stop itinerary tourism, 144-hour visa-free transit tourism, high-speed rail tourism, and self-drive tourism. Tourist groups arriving and departing Guizhou via the same flight, high-speed rail, or bus and sharing identical itineraries and accommodations within Guizhou will be considered a single group and may not be split for separate applications.
( I ) Aviation Tourism
Enterprises may select only one of the following subcategories for application:
1. Domestic Aviation Products
Organize a single group of 30 or more tourists holding Mainland China Resident Identity Cards, arriving in Guizhou via the same flight from an airport outside Guizhou (within Mainland China) or traveling between any two airports within Guizhou. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions in a single trip. A base incentive of RMB 1,500 will be granted. If the total overnight person-times (number of tourists × overnight days) exceed 60, an additional RMB 20 per person-time will be awarded for the excess.
2. Hong Kong, Macao, and Taiwan Direct Flight Products
Organize a single group of 30 or more tourists holding Mainland Travel Permits for Hong Kong, Macao, or Taiwan Residents, arriving in Guizhou via the same direct flight from Hong Kong, Macao, or Taiwan. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions in a single trip. A base incentive of RMB 5,000 will be granted. If the total overnight person-times exceed 60, an additional RMB 40 per person-time will be awarded for the excess.
3. Asian Country Direct Flight Products
Organize a single group of 20 or more tourists holding foreign passports from Asian countries, arriving in Guizhou via the same direct flight. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions in a single trip. A base incentive of RMB 6,000 will be granted. If the total overnight person-times exceed 40, an additional RMB 50 per person-time will be awarded for the excess.
4. Foreign Chartered Flights (Temporary Charters ≤ 6 Months)
Each flight must carry at least 60 tourists holding Mainland Travel Permits or foreign passports. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions in a single trip.
From Hong Kong, Macao, or Taiwan: RMB 30,000 per flight.
From Asian countries: RMB 40,000 per flight.
From non-Asian countries: RMB 50,000 per flight.
( II ) Multi-Stop Itinerary Tourism
Groups entering Guizhou via international airports or land ports in Mainland China, Hong Kong, Macao, or Taiwan through combined air-rail or air-land transportation. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions in a single trip.
For groups of 16 or more tourists holding Mainland Travel Permits or Asian passports: A base incentive of RMB 4,000 will be granted. If overnight person-times exceed 40, an additional RMB 30 per person-time will be awarded for the excess.
For groups of 10 or more tourists holding non-Asian passports: A base incentive of RMB 4,000 will be granted. If overnight person-times exceed 20, an additional RMB 30 per person-time will be awarded for the excess.
( III ) 144-Hour Visa-Free Transit Tourism
Organize at least 1 tourist holding a foreign passport eligible for the 144-hour visa-free transit policy. The group must stay in Guizhou for at least 1 night and visit one 4A-level (or above) attraction in a single trip. A base incentive of RMB 1,000 will be granted. If overnight person-times exceed 1, an additional RMB 50 per person-time will be awarded for the excess.
( IV ) High-Speed Rail Tourism
1. Domestic High-Speed Rail Products
Organize a single group of 200 or more tourists from Mainland China (outside Guizhou) via the same chartered train or reserved carriages. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions. A base incentive of RMB 10,000 will be granted. If overnight person-times exceed 400, an additional RMB 20 per person-time will be awarded for the excess.
2. Hong Kong, Macao, and Taiwan High-Speed Rail Products
Organize a single group of 80 or more tourists from Hong Kong, Macao, or Taiwan (holding Mainland Travel Permits) or 30 or more foreign passport holders arriving via the same high-speed rail. The group must stay in Guizhou for at least 2 nights and visit a minimum of two 4A-level (or above) attractions. A base incentive of RMB 5,000 will be granted. For Hong Kong, Macao, or Taiwan tourists exceeding 160 overnight person-times or foreign tourists exceeding 60, an additional RMB 30 per person-time will be awarded.
( V ) Self-Drive Tourism
Organize a single convoy of 20 or more vehicles (40 or more tourists) driving into Guizhou or renting vehicles locally. The group must depart from the same location within Guizhou, stay for at least 2 nights, and visit a minimum of two 4A-level (or above) attractions. A base incentive of RMB 2,000 will be granted. If overnight person-times exceed 80, an additional RMB 20 per person-time will be awarded for the excess.
Article 12 Overseas Large-Scale Group Tourism or MICE Incentives
Prior notification to the Provincial Department of Culture and Tourism is required for all applications under this category.
Overseas Large-Scale Group Tourism
A single event involving at least 150 tourists from Hong Kong, Macao, or Taiwan or 50 foreign tourists. The group must stay in Guizhou for at least 2 nights, visit one 4A-level (or above) attraction, and incur a minimum accommodation cost of RMB 120 per person per night. A base incentive of RMB 30,000 will be granted. For Hong Kong, Macao, or Taiwan groups exceeding 300 overnight person-times or foreign groups exceeding 100, an additional RMB 30 per person-time will be awarded.
MICE Incentive
Organize or host legally compliant corporate meetings, employee retreats, incentive tours, or team-building activities (excluding government-invited meetings) with at least 300 participants from outside Guizhou. The group must stay in Guizhou for at least 2 nights, visit one 4A-level (or above) attraction, and incur a minimum accommodation cost of RMB 120 per person per night. A base incentive of RMB 30,000 will be granted. If overnight person-times exceed 600, an additional RMB 30 per person-time will be awarded.
Article 13 Annual Ground Services Incentives
1. Domestic Tourism Annual Ranking Award
Based on data from the Guizhou Provincial Culture and Tourism Market Supervision Platform (January 1 to December 31, 2025), the top 3 enterprises in domestic tourist reception volume (ties permitted) will receive one-time awards:
1st Place: RMB 30,000
2nd Place: RMB 20,000
3rd Place: RMB 10,000
2. Inbound Tourism Annual Ranking Award
Based on the same platform’s data (January 1 to December 31, 2025), the top 3 enterprises in inbound tourist reception for Hong Kong/Macao/Taiwan and foreign markets (ties permitted) will receive one-time awards:
Hong Kong/Macao/Taiwan Market:
1st Place: RMB 50,000
2nd Place: RMB 30,000
3rd Place: RMB 20,000
Foreign Market:
1st Place: RMB 80,000
2nd Place: RMB 60,000
3rd Place: RMB 40,000
Article 14 Cultural and Tourism Promotion Incentives
All applications under this category require prior notification to the Provincial Department of Culture and Tourism and post-event approval based on submitted reports.
1. Exhibition Participation Incentive
(1) Participation in Exhibitions:
Tourism associations or enterprises participating in national or international tourism expositions organized by the Ministry of Culture and Tourism or key source markets will receive:
a. Domestic exhibitions: RMB 10,000 per event
b. Hong Kong/Macao/Taiwan exhibitions: RMB 20,000 per event
c. Asian country exhibitions: RMB 25,000 per event
d. Non-Asian country exhibitions: RMB 30,000 per event
(Maximum 4 applications per enterprise annually.)
(2) Self-Organized Promotions:
Enterprises participating in or organizing promotions approved by the Provincial Department of Culture and Tourism will receive:
a. Domestic promotions: RMB 3,000 per event
b. Hong Kong/Macao/Taiwan promotions: RMB 5,000 per event
c. Asian country promotions: RMB 10,000 per event
d. Non-Asian country promotions: RMB 15,000 per event
(Maximum 4 applications per enterprise annually.)
2. Invitation Program Incentive
Tourism enterprises inviting up to 30 external travel agencies, journalists, bloggers, or influencers to Guizhou for product experiences, itinerary inspections, or promotional activities must submit guest lists and credentials in advance.
(1) Mainland China (outside Guizhou): RMB 150 per person per night
(2) Hong Kong/Macao/Taiwan: RMB 250 per person per night
(3) Asian countries: RMB 300 per person per night
(4) Non-Asian countries: RMB 450 per person per night
(Maximum 4 applications per enterprise annually.)
3. Inbound Tourism Promotion Incentive
Tourism enterprises advertising Guizhou’s cultural and tourism products on overseas media (print, TV, social media, websites, search engines, outdoor ads, etc.) will receive a 30% reimbursement of total advertising costs, capped at RMB 50,000 per campaign.
Enterprises establishing overseas tourism websites or partnering with foreign online platforms to promote Guizhou will receive RMB 100 per confirmed tourist through such channels.
4. Exchange and Cooperation Incentive
Enterprises organizing international youth exchanges or cultural activities approved by the Provincial Department of Culture and Tourism will receive:
(1) Youth Exchange Programs:
Asian countries: RMB 200 per person per night
Non-Asian countries: RMB 400 per person per night
(2) Cultural Exchange Activities:
Reimbursement for venue rental fees (with invoices), capped at RMB 20,000.
(Maximum 4 applications per enterprise annually.)
Chapter V Application Deadlines
Article 15 Special Tourism Incentives
Applications for Special Tourism Incentives must follow the "one group, one application" principle. Submissions must be made within 90 days after the completion of the eligible tour group’s itinerary. Overdue submissions will be deemed forfeited and will no longer be accepted. All application materials must be submitted by January 31, 2026 (final deadline determined by the postmark date or courier receipt date at the reviewing authority).
Article 16 Annual Ground Services Incentives
The statistical data cutoff date for Annual Ground Services Incentives is December 31, 2025. The review and fund disbursement for these incentives will be completed by March 31 of the following year. Eligibility will be determined based on data reported to the Guizhou Provincial Culture and Tourism Market Supervision Platform, cross-referenced with statistics from the National Tourism Supervision and Service Platform. A list of qualifying enterprises will be published by January 31 of the following year, followed by a 5-day public notice period.
Article 17 Tourism Promotion Incentives (Exhibition Participation and Invitation Programs)
Applications for Exhibition Participation and "Invitation Program" incentives under the Tourism Promotion Incentives must adhere to the "one group, one application" principle. Submissions must be made within 90 days after the completion of the eligible activity. Overdue submissions will be deemed forfeited and will no longer be accepted. All application materials must be submitted by January 31, 2026 (final deadline determined by the postmark date or courier receipt date at the reviewing authority).
Chapter VI Declaration Procedures
Article 18 Travel agencies applying for special tourism incentives and annual local reception incentives shall log in to the Guizhou Culture and Tourism Market Supervision and Law Enforcement Platform system before organizing tourist groups, truthfully fill in tourist group information, and take complete screenshots of all filled information for future reference. If the filling of information in the team system exceeds the time limit or the plan is submitted overdue, the filled tourist group information will be invalid and will not be included in the statistical scope of incentive declarations.
Article 19 The Guizhou Provincial Department of Culture and Tourism will entrust a third - party institution for auditing and verification. Tourism enterprises meeting the declaration requirements shall, within the specified time limit, send the declaration materials to the third - party institution entrusted by the Guizhou Provincial Department of Culture and Tourism through either mail (subject to the postmark or the collection time of the express delivery note) or in - person delivery. For the specific list of declaration materials, please refer to the "2025 Guizhou Province 'Attracting Tourists to Guizhou' Incentive Declaration Rules" in the attachment.
Article 20
After receiving and confirming that the materials are complete, the third - party institution (in case of incomplete materials, the applying tourism enterprise will be notified by phone to complete them at one time) will issue a materials acceptance confirmation letter to the applying tourism enterprise, and complete the review within 10 working days after receiving all the materials, and feedback the review results to the applying tourism enterprise. If the materials are incomplete and the enterprise refuses to complete them, or fails to complete them as required before the specified time, it will be regarded as giving up the application.
Article 21
The third - party institution shall submit a review report to the Guizhou Provincial Department of Culture and Tourism. After review, the Guizhou Provincial Department of Culture and Tourism will publicize the review results on its official website for social supervision. The publicity period is five working days.
Article 22
After the publicity period ends and there is no objection, the tourism enterprise shall provide a special VAT invoice or a common VAT invoice to the Guizhou Provincial Department of Culture and Tourism, and indicate the name of the applied award. The Guizhou Provincial Department of Culture and Tourism will, in accordance with the budget arrangement of the provincial cultural and tourism development special funds, disburse the bonus to the eligible applying enterprises within one month after the expiration of the publicity period.
Chapter VII Dispute Resolution
Article 23
If any unit has objections to the awards, it shall apply for a re - review to the Guizhou Provincial Department of Culture and Tourism within five working days from the date of the publicity of the review results. Applications that are overdue or without justifiable reasons will not be accepted. The unit raising the objections shall submit a written re - review application and provide sufficient and necessary supporting materials. The Guizhou Provincial Department of Culture and Tourism will conduct investigations and verifications, put forward handling opinions, and feedback to all parties.
Article 24
These Measures are interpreted by the Guizhou Provincial Department of Culture and Tourism.
Annex 2
2025 Guizhou Province "Attracting Tourists to Guizhou" Incentive Application Rules
I. Materials Required for Enterprises Applying for Incentives
The list of materials required for enterprises applying for incentives is shown in the attached table. Each application must submit the following materials:
(1) Basic Materials
1. The original "2025 Guizhou Province Inbound Tourism Incentive Fund Application Form", stamped with the official seal of the applying enterprise.
2. Basic information of the applying enterprise: A copy of the business license of the enterprise, stamped with the official seal of the unit; a copy of the travel agency business operation license, stamped with the official seal of the unit; a copy of the ID card of the legal representative, stamped with the official seal of the applying enterprise; and a tax payment certificate issued by the tax department for the previous month/quarter of the applying enterprise, stamped with the official seal of the applying enterprise.
3. Query through the "Credit China" website (www.creditchina.gov.cn). The query screenshot should be taken on the day of submitting the materials. The credit record of the enterprise is an important basis for the qualification review of these incentive measures. The query screenshot should be stamped with the official seal of the applying enterprise.
(2) Supporting Materials for Special Tourism Incentive Projects
1. Basic Materials
① Group - Organizing Situation: For those applying for incentives by organizing domestic tourists, a copy of the group - organizing contract for the applied award, that is, the contract between the group - organizing tourism enterprise and the applying enterprise, stamped with the official seal of the applying enterprise. Copies of the business license, tax registration certificate, and travel agency business operation license of the group - organizing travel agency, stamped with the official seal of the applying enterprise.
For those applying for incentives by organizing inbound tourists, any of the following materials is required: a) A copy of the contract between the group - organizing tourism enterprise and the applying enterprise, stamped with the official seal of the applying enterprise; b) A reception plan (e - mail, social media screenshot, or fax, etc.) recognized by the group - organizing tourism enterprise and the applying enterprise, stamped with the official seal of the applying enterprise.
②reception Situation: The applying enterprise shall issue the original reception plan for the applied award group, stamped with the official seal of the applying enterprise. The plan shall include the signatures of the tour guide and the driver.
The electronic itinerary issued by the Guizhou Cultural and Tourism Market Supervision and Law Enforcement Platform, containing the group dispatch number and the list of tourists (including the names and ID numbers of tourists), is printed out and stamped with the official seal of the applying enterprise.
A copy of the travel agency liability insurance certificate, stamped with the official seal of the applying enterprise.
Accommodation Situation Certificate: The list of tourists in the applying award group (including tourist names, ID numbers, check - in/check - out times, etc.) is stamped with the official seal of the hotel sales department or the front desk.
Scenic Spot Visit Situation Certificate: Relevant certificates shall be provided according to the number of scenic spots required for the applied award. The list of tourists in the applying award group (including tourist names, ID numbers, entry times to the scenic spot, etc.) is stamped with the official seal of the scenic spot or the scenic spot sales department.
2. Other Materials
①Air Tourism:
For charter flight (block - seat) situations: A copy of the charter flight (block - seat) agreement signed with the airline; a copy of the air tickets of the tourists in the applied award group or the group air ticket itinerary with the names of the tourists issued by the airline.
For non - charter flight (non - block - seat) situations, please provide any of the following materials: a) The group air ticket itinerary with the names of the tourists issued by the airline; b) Copies of the personal information pages of the certificates of all tourists in the group, together with the entry seals of Mainland China, or copies of valid work visas and student visas.
②Multi - Stop Joint - Journey Tourism: Please provide any of the following materials:
Copies of the personal information pages of the certificates of all tourists in the group, together with the entry seals of Mainland China, or copies of valid work visas and student visas.
Proof of the transportation method by which the group enters Guizhou from Hong Kong, Macao, or provinces (autonomous regions, municipalities directly under the Central Government) on the Chinese mainland (copies of air tickets or air ticket itineraries of group tourists, copies of high - speed rail tickets, or a travel charter contract from the applied land port to Guizhou).
③240 - Hour Transit Visa - Free Tourism: Please provide any of the following materials:
Copies of the personal information pages of the certificates of all tourists in the group and copies of temporary entry permits.
Proof of the transportation method by which the group enters Guizhou from Hong Kong, Macao, Taiwan, or provinces (autonomous regions, municipalities directly under the Central Government) on the Chinese mainland (copies of air tickets or air ticket itineraries of group tourists, copies of high - speed rail tickets, or a travel charter contract from the applied land port to Guizhou).
④High - Speed Rail Tourism:
For special train (chartered carriage) situations: The original tourism special train dispatch order, trip certificate, and seat number certificate issued by the railway department, stamped with the official seal of the railway sales department, or a copy of the contract (agreement) for the tourism special train (chartered carriage) signed between the travel agency and the railway department, stamped with the official seal of the applying enterprise; the original or copies of the tickets purchased for the tourists in the chartered carriage group.
For non - special train (non - chartered carriage) situations, please provide any of the following materials: a) The original or copies of the tickets of the group tourists applying for the award, stamped with the official seal of the applying enterprise; b) The original or copies of the group information form stamped with the official seal of the railway sales department (tourist names, train numbers), stamped with the official seal of the applying enterprise.
⑤Self - Driving Tourism: Copies of the driving licenses of all vehicles applying for the award, stamped with the official seal of the applying enterprise.
For self - driving groups organized from outside: The original or copies of the toll tickets submitted at the first expressway toll station when the group's vehicles enter Guizhou on the expressway (the toll payment time of all vehicles in the group should be within half an hour) and the toll tickets submitted at the expressway toll station when leaving Guizhou (the toll payment time of all vehicles in the group should be within half an hour), stamped with the official seal of the applying enterprise.
For local - starting self - driving groups: Copies of the air tickets or train tickets of the team members entering Guizhou by the same flight or train from the same departure place. If renting vehicles in Guizhou, a vehicle rental certificate (including the rental agreement, etc., with the original or copies, and the copies should be stamped with the official seal of the applying enterprise) should be provided. If transporting vehicles from outside to Guizhou, a freight certificate for transporting the vehicles to Guizhou (the original or copies of the transportation contract and payment certificate, with the copies stamped with the official seal of the applying enterprise) should be provided.
⑥Overseas Large - Scale Group Tourism or MICE Incentives:
For MICE tourism mainly serving domestic tourists, copies of contracts or agreements signed with enterprises or organizations for undertaking festival activities, conferences, incentive tourism, team - building activities, etc. are required; for receiving overseas large - scale groups, copies of agreements signed with overseas travel agents are required, together with panoramic pictures and videos of the conference site (stored in a USB flash drive), the accommodation payment vouchers of the group (the group's invoice or the overall invoice including the group. II. Application Process

3.
